China (Jiangsu) Pilot Free Trade Zone – Netherlands Biopharmaceutical Cooperation and Exchange Forum

Jiangsu is one of China’s most open and economically dynamic provinces, and also a major powerhouse in the biopharmaceutical industry. The province ranks first nationwide in total biopharmaceutical output, accounting for about one-eighth of China’s total. In 2024, Jiangsu’s large-scale biopharmaceutical enterprises ranked first in China in both operating revenue and total profits. A total of 352 drugs were newly approved for marketing, including 13 innovative drugs, along with 490 Class III medical devices. Jiangsu continues to lead the country in the number of approved drugs, innovative drugs, Class III medical devices, and Class II medical devices. Seventeen industrial parks from Jiangsu were listed among the Top 100 Biopharmaceutical Industrial Parks in China (2024), marking the fourth consecutive year that Jiangsu has ranked first nationwide. The province also hosts two National Clinical Medical Research Centers (for nephrology and hematologic diseases), five national innovation platforms, and seven key laboratories designated by the National Health Commission of China.

The China (Jiangsu) Pilot Free Trade Zone (Jiangsu FTZ) was approved by the State Council in August 2019. Covering 119.97 square kilometers across three cities, namely Nanjing, Suzhou, and Lianyungang, it has become Jiangsu’s highest-level platform for opening-up and innovation.

In the biopharmaceutical sector, the Jiangsu FTZ has pioneered open innovation across the entire industry chain—removing institutional barriers in R&D, production, circulation, and application. It is home to China’s only national-level biopharmaceutical technology innovation center (National Biopharmaceutical Technology Innovation Center) and the country’s only biopharmaceutical sub-center for university technology transfer. In 2024, 8 of Jiangsu’s 13 approved innovative drugs came from enterprises within the FTZ.
